Mr. Fujimori was born before the law was changed. That is supposed to be
the reason he can have two citizenships. The fact that he has lots of
well-placed friends here in Japan has absolutely nothing to do with
it.... (Ahem.)

One might even get the impression that everything is decided on a "case
by case" basis, which is to say arbitrarily.
