Yep. That's what I meant by the graphs and the numbers being reversed.
So... better to look at the original data for that one. And Google IS
an industrial vacuum cleaner, so... what to expect?

In any case, it seems from the numbers that there has been a shift,
though may be some time before it's clear whether it's a lasting
social change or just a temporary effect of a stagnant economy. That
is, whether it's a "free" choice of young workers or one forced on
them by circumstance.
