That's true of pretty much anything from Japan to the US, and from
Asia to the US. Part of it is the draw of business. Post WWII, we
seem to see our biggest bursts either right after a (foreign) local war
or when their economy picks up.

Dunno about "remedies"; it's always one group or another getting over
