It wasn't necessary. Individual personnel could rotate in and out of
active duty without losing their status as NG/Reserve forces....just
as they still can today. I spent three years active duty in the Navy
without having set foot in a Navy Reserve center....yet I was,
officially, in the USN Reserve from day one. My enlistment called for
2 years drilling reserve and 1 year individual ready reserve
(non-drilling) afterwards.
