On TV, I have seen station staff pushing people into trains at rush hours. I
never see any in Osaka.
Usually, JR West, they don't have staff on the platforms at rush hours (I
have been looking for one desesperately the other day when they changed my
train of platform once again). The 2 first weeks of the women-car operation,
outside the rush hour, they put new staff (20 yr old men that blush when you
stare at them) to indicate the women-only cars. Men that wanted to board
there just ignored them, and the bachans would push them aside to rush
quicker inside the car and pick up their prefered seats, the JR staff  just
blushed a little more.

Not in Kansai. People can be shameless here. I don't think the ossan that
doesn't care who can see him while he opens widely his porn mag, scraches
his butt, pee in the street, etc,  even understands the concept of
"embarassment".
