No, you mixed it up:  He's right, it is a mistake:

0.001 means 1 in 1000    the decimals are three, not four. 0.0001 is 1 in 
10000. You wrote something about 0.999, but it's wrong.
Anyway, to sum things up   1:1000  =  0.001.   Just take a calculator and 
divide 1 by 1000 and you'll see.
Pure mathematics.
