Part of the reason why i think macarthur meant this argument to apply
specifically to the japanese is he did not make similar remarks about
the philipines, which was not even as modern as japan.  Nor even for
his other enemies.



Cultural bias?  Probably.  But I still feel there is a strong
implication that Macarthur felt the japanese immature, and not just
for reasons of modernization.

In fact, in this respect he should consider the japanese quite mature,
considering they kicked his ass in Luzon twice.
