Yes, and many of those elementary schools are half to three-quarters 
empty. The elementary school my son attended may have to close down 
soon, even though it has a history going back over 120 years. We live in 
Shibuya, BTW.

On the other hand, some parts of Tokyo, like Koto-ku, are facing severe 
overcrowding in their schools due to all the highrise housing going up.
