And they did in (eg) the Philippines as well as other places.

However, at no time (or ever) not attempt was made to arrest, prosecute,
or otherwise punish any of those involved by the military legal system.

I understand that you see no difference between trying officers
involved, and ignoring the incident for decades.

You might understand that this is not persuasive.
