Haven't driven in Tokyo for a long time, but the Shikoku drivers
are fairly decent. Not great about letting another vehicle into traffic,
but other than that pretty reasonable.

intended for vehicles with bald tires driving in heavy rains. Most
everyone rightly ignored it.
