Well, there is the good old innocent-until-proved-guilty concept.

Every specialist who saw her thought she was ill, but the Immigration
unit that had her had just one function: deporting illegals. It was
only the German government's refusal to be bullied into accepting
someone they had no record of that kept her here.

Sure, she made things difficult. Mentally ill people often do. That's
no excuse for incompentance and thuggery.
