266 MHz isn't much slower than 300 MHz, so I believe you. 192 MB of RAM
though, I'd guess that you're using the US version of Windows XP.

I get that from running Internet Explorer. Sure you have full installations
as you said. I don't know any way to install XP without installing IE. But
in my experience IE doesn't gobble up 90% of the CPU time and hundreds of
megabytes of RAM merely by being installed, IE gobbles up 90% of the CPU
time and hundreds of megabytes of RAM by being run. (Rindler-san, please
notice that this answers your question too.)
