Sepponian elections are conducted by the several states according to
their own laws. I don't know the details, but I would bet it was quite
a struggle to achieve even the modest degree of coordination which
allows for the FWAB.
I sent off for my ballot back in late August, I think it was. I like
to make sure it has time to get here, be filled out, and make the trip
back. And if it appears not to be coming, I have plenty of time to
contact the election officials in the county where I vote to track
down the problem and have the ballot resent.
I have no idea why the Shannons of the Sepponian world have a problem
with this.
