OTOH, it means fewer top tier clubs with which someone can break in. I
suspect that Wales' supposed breakthrough will go the same way as
Argentina's, Samoa's and Canada's in previous tournaments....straight to
"Do you remember that time when..." territory. The big five will continue to
pull away from the second tier of nations....and the second tier will pull
further away from the third. It shall remain this way until the IRB and
int'l rugby in general in overhauled.
