No. This is Tanka. Similar to Haiku.

yo no naka ni taete sakura no nakariseba:
   もし、この世の中に桜というものがなかったならば

haru no kokoro wa nodokekaramashi:
   春の私の心は穏やかにいられるのになぁ

But this tanka really means that

   Because there is sakura in the world, I'm very excited in spring.
   ('excited' may not be proper.)

This style is called 'Han-go (反語)'.
