Wanna know why there aren't enough cops to man the kobans? It's
because it isn't the sort of work any of them want to do, it isn't
under a sub-branch which is on the promotion fast-track, and most
importantly, because approximately 1/3 of the cops hold down desk
assignments at prefectural headquarters.
