Seems to me the problem is in the way the Koban system is set up and
run. Don't some cops live in/next to the koban with their families?
That'd be a tough sell with a lot of wives. I think kobans are a great
idea; but you know there's a problem when criminals don't think twice
about trying to rob a shop that's right next to one....
