I think the Olympic-size pool boondoggle was one of those "fiscal 
stimulus" jokes the LDP played in the Seventies or Eighties.  They 
passed around money to build the things but didn't leave any money in 
the kitty to clean or maintain them.  Every single school out here has 
one.  Most stand next to the separate gymnasium that got built in a 
different period of bribing the farmers.  All of them are in poor repair.

In my travels around the country, I don't think I have ever seen an 
elementary school that does not have a pool ... and I don't think I have 
ever seen a clean one.  The one on the roof of the Osaka school 
alongside the JR-sen, between Imamiya and Namba comes to mind.  It's 
amazing how many different colors and shades of algae and moss grow in 
and around chlorinated water.
