What happens if you uninstall OE and then reinstall it (Control Panel > 
Add or Remove Programs > Add/Remove Windows Components)?

Of course you should back up your OE data first, and you will have to 
install all the relevant updates afterwards, but it ought to be worth a 
shot.

If that doesn't work you can bite the bullet and reinstall Windows XP 
... or switch to another email client. ;-)
