One obvious solution would be to switch to Mozilla Thunderbird, but I
suppose you didn't want to hear that one. ;-)
There does not seem to be a simple way to download Outlook Express from
the MS Web site. It comes with the operating system and I don't think
you can uninstall it completely even if you want to. That means that all
they offer for download are updates, which of course automatically
default to the language of the version you already have installed.
One option would be to install the English version of Windows XP on your
computer, but that is not something for the faint of heart. It is a very
nice solution, if you go ahead and do it, because you can still run any
Japanese software you may have (with the correct settings) as well as
handling Japanese text in other programs, such as English MS Word,
Internet Explorer, and, yes, Outlook Express.
