Yes, for the past 8 months. I use it for business and call several European
states on a daily basis (also conference calls for up to 5 people). My
mother has no computer, and I need to use SkypeOut. My Visa card was
rejected, but my Master card was OK. Many other users had no luck at all.
However, Skype offers now a coule of choices like PayPal, Moneybookers,
Bibi... something.
Check the Skype Forums about these things. I'd say that my phone bills have
been reduced by over 90%!

PS:
If you have a reasonably fast connection like *hikari fiber*, you can
attach a large file and send it in "no time". I tried it here in Japan and
received a movie (750 MB) in about 40 minutes. My fastest transmission speed
was 1750 MB/s!
