How about?

ルールを守らず罰則を受けたなら、それは身から出た錆びでしょう。
ルールを守らず罰則を受けたなら、それは自業自得です。

If a line such as "there will be consequences if you don't follow the
rule" is a spoken one, I'd lean towards the top sentence. Need to ask a
native speaker (or more likely, several) to be sure though.
