Probably true if it is a d/l from a free website (geocities, angelfire, 
et al).
The other reason could be too many people trying to d/l the same file or 
too many people accessing (or d/l-ing other files) the site at the same 
time.
There is a limit on how much data can be sent (or taken, depending on 
your viewpoint) from a server at once before the available transmission 
bandwidth is exceded.
Bandwidth is like a waterpipe, it has a fixed upper limit (like the 
diameter of the bore) and can only conduct a certain amount of data at 
one time.
A good example is your internet connection speed.
