Those figures shouldn't be too surprising though. The vast majority of
"foreign born foreigners" have arrived during the last 10-15 years. When
I first came to Okazaki (1992) there were about 4600 foreigners, about
2100 of them Korean. When I came back down here it was around 7000.
Looking at last year's yearbook there are at least 10,800 registered
foreign residents, 2248 of them Korean. Some of the growth has been from
people (like me) moving here from elsewhere in Japan, a lot of them
though are FOTB. The number of foreign residents who actually have
permanent residency must be declining in percentage terms year in year out.
