It's probably for gaigins so socially inept and/or odiferous that not even
eikaiwa or gaigin bars can help them. Have you rifled through some of the men on
that site? Several pages of questionable filler punctuated by the occasional
true-life WEASELPERSON.

Granted, the Japanese Woman side of the site is pretty much the same thing in
reverse.
