Hi John, any couple, married or not, can get on the same juminhyou,
provided they live together as couple - they just need to fill out an
application where one of them is declared setainushi and the other one
doukyonin.

This is exactly how people do it who consider themselves married but do
not submit a konintodoke (this is now usually called jijitsukon and was
formerly called naien).
