Nope. The use of the Pill for contraceptive purposes was illegal, but
the Pill itself was not illegal. 

I assume that researchers into the use of medication for menstrual
problems would be well aware of that fact when collecting statistics,
because otherwise it would seem that Japanese women used to suffer badly
from "irregular periods".
