I posted a followup but it never appeared.
That office was closed about 3 or 4 years ago, it was a relative secret
and was always uncrowded. I always ran into groups of foreign
"entertainers", Pilipinas mostly, usually together with one young
Japanese man holding all their passports.
Otemachi was really convenient, but of course consolidating the offices
in some inconvenient location (a bus ride away from Shinagawa station)
was a much better way to service the foreigners in the eyes of the
government...
