Cultivation is near zero. Transportation is a major force in Curacao's 
economy. Not much on Bonaire, Saba, or Sint Eustasias. Don't know about 
Sint Maarten.

I was in favor of stripping the drunk drivers and speeders naked, 
putting them on a barren 8 acres in the middle of the island, feeding 
them hay, and letting tourists pet them. That at least addresses the 
source of the problem.
