To reward upstanding citizens and not particularly tax savvy gaigins by
publicly applauding their contributions to essential services and
infrastructure. And to shame all the bastards who everyone knows is
absolutely rolling in dosh into paying more taxes before some envious
bastard notices they aren't on the list and dobs them in.

The former boss of an acquaintance of acquaintance of mine exports cars
from Nagoya and had his name published once*. He was suddenly inundated
by cold calls from salespeople and snake oil merchants of every
definition. 

*He has a new accountant now.
