One thing to consider closely is the medical and legal aspect.
Abortions in Japan are legal as long as the foetus would not be viable
if prematurely delivered, that is about 3 months into pregnancy i
believe. In western countries, abortions are legal for a much shorter
period of time (aren't they ?). Abortions in Japan being carried out
later on average, they generate a much higher medical risk (including
of future wanted pregnancies complications), which may significantly
alter the way the abortion issue is perceived by the general public.
