I don't know anyone who would hold that opinion. I'm sure that there
are some people who leave due to culture shock and other things, but
most of them would leave earlier than 3 years. People leaving after 10,
15 years etc do so for a multitude of reasons.
The Austrian Ambassador announced last month that Canberra & Tokyo are
planning a tax treaty which would cover the pension entitlements issue.
If that can work out satisfactorily then for Austrians at least some of
the financial disincentives to staying in Japan long term will start to
change. Whether that would have any impact at all on how long Austrians
stay I've no idea.
