I don't think Rei did. It was Gendo's idea to initiate 3rd impact by the
'forbidden fusion between Adam and Lillith'. Rei sprung from Lillith and
Gendo had merged itself with Adam, that is also the reason why he used
his hand to penetrate Rei.

My guess is that he was trying to fuse it through the means of 'Lilliths
egg', as mentioned on EoE and as seen in the form of the Geofront. But
the fact that Rei sprouted from Lillith and all angels had a form of
'core' or 'egg' makes me wonder if Gendo wasn't going after that specic
part of Rei. Where this core would be located is up to guess but
considering the movie I have a pretty good idea..

Still... its my impression that Rei stopped Gendo near the end, thus the
so called fusion never took place and Gendo didn't got to see Yui back
at that time. After all; that was what he was after by merging the two
angels.
