She's not. At least, her voice actress has gone on record as saying
that she doesn't believe Maya is a lesbian. Needing a person is not
the same as romantic love.

Technically, he's not gay either. In the Drama Episode, written by
Anno, Asuka accuses him of being gay multiple times, and Kaworu denies
it saying that you shouldn't spread rumors. And then he and Rei have a
tender moment...
While yes, you are supposed to get the impression that he is gay,
Kaworu is more and less than homosexual. He'd react the same to Shinji
if he had been female. Kaworu is just a kind loving person.
It seems to me that you are just putting your own stereotypes on these
characters. The woman doesn't have long hair, she must be a lesbian.
