Koizumi proposed much the same thing in the final year of his 
premiership but, like almost all of his ideas, he never paid attention 
to who would pay for it.  Having worked around Nihonbashi / 
Mitsukoshimae for years, I have continually wondered what that place 
looked like before 1962.  If the photos are any indication, that bridge 
was a very impressive piece of masonry before the kosoku plunged it into 
darkness.
