Common idioms being Sepponian, a dialect based on English.

Cutting means to stop something.

A check is an investigation or examination, ie the common idiom of 
"checks and balances".

"Paying money" is probably "writing cheques".

"Homeless" people in Australia do in fact have homes. That is what 
bodies such as the Supported Accommodation Assistance Program does.
