When I was living in 荒川区, the 区役所 had signs up saying it had
the greatest proportion of gaijin of all the 区 in Tokyo. Bugger-all
Westerners, of course. They all hung out in  places like Shibuya and 
Meguro. Our gaigin were almost all Chinese and Korean.
