It is amazing how small the proportion of western people is in any 
municipality. It usually turns out to be only 10% or so of the total 
foreign population. Even for a highly gaijinised municipality, when you 
look at the details, most of the foreigners turn out to be Asian or 
people with Japanese ancestry.
