Japan did not for past wrong, much less every wrongs.  By using
words like everything, it gives whiff of as if Japan have accounted
for some.

This kind of approach by Japan apologists is exactly why there is
continuous claim that Japan has not account for the past.  

Typical case is so called comfort women, which Japan even did not
acknowledge until early 1990s, even that, Japanese government first
stated that so called comfort women were private enterprise, and they
-Japanese government- were mere customers.  That is kind of foot dragging
is precisely what makes Japan unapologetic for the past wrongs.

Talking about treaties, why don't you go to talk about Kim DaeJung
government decision to forgo any claims about so called comfort women,
and Japanese courts conveniently refusing law suits?
