Agreed.  She is not flatchested, just petite.  Even in the first TV 
series when she is taking a bath in the episode where they bring in 
prince Phil and Ameila, as well as in Next in episode 6 where she 
comments on growing a bit, she is not really that flat.  Just 
proportional to the size of her petite body.
