Not in the sense that he was trying to keep mankind safe AS IS, but was
rather working to achive a forced evolutionary process (and be reunited with
his beloved wife in the process). The only difference I can see between
Gendo's plans and SEELE's plans were Gendo was trying to control the process
through Rei, while I presume SEELE just wanted it to occur on it's own
(under Rei/Lillith's command). Can't imagine SEELE was too pleased to have
Shinji put in charge of deciding the outcome. But, as the old saying goes,
"...the best laid plans of men and mice..."
