I believe the HW Setup applet in the control panel is only on Toshiba 
manufactured laptops, which have a Toshiba BIOS.  My A70, very similar to 
the A75 does not have HW Setup icon in the control panel, nor does my P25 
series.  Toshiba outsources both models to Compal, they don't have Toshiba a 
BIOS, I think they're Phoenix, therefore the Toshiba HW Setup applet does 
not work with them.  To verify the fact they are not Toshiba, look at the 
properties of the KeybdHook.dll file in the C:\Program Files\Toshiba\Power 
Management and you will see COMPAL ELECTRONIC INC. Under Company on the 
Version Tab.  Several older Toshiba I've had, such as Tecra 8000, 8100 had a 
Toshiba BIOS & the HWSetup applet in the control panel as well as a DOS 
application TSETUP.EXE to access the BIOS.  It is Toshiba's (as well as most 
other laptop distributor's) dirty little secret.  They won't admit it, plug 
the words Toshiba and Compal into a search engine and you will see evidence 
of our frustration for why all Toshibas don't work the same.
