The NYC Metro area IS consistent of New York and New Jersey. New York
is such a good state it counts for 2.5 states and New Jersey being the
universally accepted "armpit of the world" has 0.5.

If someone tries to tell you that Connecticut fits in there somehow
don't believe them.
