They were proposed by the religious right-wing representation in the
U.S. Senate, namely Senator Sam Brownback of Kansas in an attempt to
capitalize on the ridiculous Super Bowl incident to propel his own
religious agenda. They will be instituted by George W. Bush when he
signs the $500,000 per offense against individual broadcaster bill
into law soon.

I don't have the answer to that question. I can only say that
considering it's importance and potential I hope very high.
For me personally it's in the top 3 issues for this election.
