-> Foreigners can't register fishing boats

Some laws in Japan still haven't caught up with the
realities of the 21st century, as a US national living in
Okinawa found out recently. The 48-year old man wanted to
register a fishing trawler he purchased and was told that
a 1955 law bans foreign nationals from registering such
vessels, as well as fishing in Japanese territorial waters.
Apparently he will be allowed to get around the boat ban by
registering the boat in his Japanse wife's name, and the
fishing ban by virtue of being a permanent resident --
which makes you wonder why they don't just change the law.
