I have a Toshiba Satellite Pro M40 and the USB ports are behaving as if
they are type 1 instead of 2; all three are very slow!  I cannot find
anyone else experiencing this but perhaps someone here knows of the fix.  

In Device Manager everything appears to be working normally and there are
no reported problems with drivers and no yellow asterisks.
