Train service in Tokyo area (and transportation in Tohoku area) May 8 ,9
Some railways will make changes in their timetables from May 9 but they
mostly affect long distance services to resort areas. Keikyu and
Odakyu will improve daytime commuter train operations a bit.
Narita Express is an exception. The timetable will change from May 9.
Different runs will be pruned and the total number will increase
slightly from 16 to 17 each way. JR East does not provide an
up-to-date English Narita Express timetable on their official website.

Keisei also says there will be some changes from May 9.
Most JR East lines in the Tohoku area are back to a normal schedule.
Lines on the Miyagi, Iwate coast and the Joban Line near Fukushima
Daiichi Power Plant are still closed. East-west rail lines (the "ribs")
to the coast cities Iwaki, Kesennuma, Kamaishi and Miyako are open.
Sendai Airport is open but capacity is limited. There are more
flights to Yamagata Airport and Hanamaki Airport than normal.
A special shuttle bus is running between Sendai and Yamagata Airport.
The number of runs on this route will be 4 each way from May 9.
Oarai Ferry Port has not recovered yet. Sendai Ferry Port is open
again, but the facilities have not fully recovered. Sendai - Tomakomai
ferry services are back in operation, but Sendai - Nagoya is still
closed.
