Day two of rolling blackouts and reduced rail services.  The railways
have learned some lessons.

On March 14th (Monday) Seibu Railway saw that electricity was available
and ran many more trains than initially planned.  Seibu says that it 
will not do this again, due to the risks of creating congestion at 
transfer points and stranding passengers with insufficient return 
service.  We can imagine that all rail operators were told by the 
Transport Ministry to stick to initial plans.

It is clear from the first-day experience that Tokyo Electric Power
Company (TEPCO) is not good at predicting demand.  In addition they 
cannot precisely control the blackout area when a certain switch is 
tossed.  According to news reports many rail facilities rely on 
commercial electricity of this unstable nature.


Unlike usual service suspensions, ticket and pass holders are not 
allowed to use alternative routes.  (The measure called "furikae yusou" 
in Japanese is not in effect.)  In short, you have to buy a new ticket.

------


Services before Noon:

Only Ueno - Takasago - Kanemachi and Oshiage - Hokuso Line will operate.

No service to Narita Airport.

Services after Noon:

Ueno - Narita Airport via old line (Tsudanuma).
Oshiage - Hokuso Line.
Kanemachi Line.
New line (Hokuso) to Narita Airport will be open between Noon - 5PM.

Extra fare trains Skyliner, Cityliner etc. will not run all day.

Keikyu
------

Trains will run to Haneda Airport.

No service south of Kanazawa Hakkei between 6AM-10AM.
No service between Shinagawa and Sengakuji whole day.

(Sengakuji is far from JR stations.  Transfer from Subway Asakusa Line 
to JR Yamanote Line is convenient at Mita.)

Tokyo (Haneda) Monorail

Will operate according to weekend timetable.

JR East
-------

No service to Narita Airport.

The following sections will be closed:

Narita Line beyond Narita.
Joban Line Rapid east of Toride.
Joban Line Local east of Matsudo.
Tohoku Line north of Utsunomiya (and Nikko Line).
Tokaido Line west of Atami (and Ito Line).
Sobu Line west of Chiba (and Uchibo Line, Sotobo Line).
Musashino Line south of Nishi-Funabashi.
Kawagoe Line (9AM-3PM).

Note that transfer from Musashino Line to Joban Line is not possible,
for Shin-Matsudo is a local-only stop.

Tohoku Shinkansen will resume operation to Nasu-Shiobara around Noon 
March 15th.  (Nasu-Shiobara is one stop north of Utsunomiya).

Uetsu Line and Ouu Line have resumed operations.
It is now possible to travel to reach Akita and Hirosaki by the coast 
line. Hirosaki to Aomori (about 30km) is still closed.

Tokaido Shinkansen will operate as usual.
