On the first workday after the major quake in the Tohoku area, certain
regions will go without electric power for up to three hours.

Train companies have announced service reductions.

I am sorry to say this but the following is not likely to be accurate.
This was written around 6AM.  Plans are changed by the hour.  People say
that you have to actually go to the station to find out what is going
on.  Even there, the electronic information systems may be inaccurate.

Other tips
----------

Even when a line is open, service will be below normal levels.
The open lines are likely to attract large crowds which may cause
the operator to consider temporary closures.

When electric power stops, most traffic lights will go out.  Grade
crossings with the bar down at the moment may fail to open.  Streets
will be congested.

If you want blackout schedules, try the website of your local ward or
city rather than Tokyo Electric Power company.  They tend to have more
accurate information and are also easier to access.
