You've got the story back asswards.  But, it doesn't sound as good, I 
know ...

That's a notice from the US military banning entrance to US personnel.

Obviously, they found some reason not to trust the locals and feared for
the safety of off-duty personnel. Mainly, they were concerned about
nutters who didn't accept the war's outcome or that service members
would take a shiv in the kidneys for buying and eating food at local
stalls (there were a number of documented incidents at black market food
stalls in a number of cities). There were stories put out by the
Occupation propaganda people circa 1946~47 that the US command didn't
want US service members desecrating local temples deliberately or
inadvertently; but an amateur military historian I know who has looked
into this has found nothing in the occupation archives to confirm this.
